尊敬的埃米尔·加西亚主席，拉丁美洲围棋联盟各位理事，各位来宾，新闻界的朋友们，大家上午好：
Dear President Emile Garcia，members of the Ibero American Go Federation, friends from the news media, Ladies and gentlemen，Good morning:
今天，中国围棋协会和拉丁美洲围棋联盟以云会议的形式签署中拉美围棋战略合作协议，这是中拉美围棋发展史乃至世界围棋发展史上具有里程碑意义的大事。她标志着中国围棋协会首次与拉丁美洲围棋联盟及其13个会员国牵手合作，建立战略合作伙伴关系正式开启，为双方加深合作内涵、提升合作层次搭建了新的平台，为促进拉丁美洲围棋全面发展奠定了新的基础，也为世界围棋发展奏响了的新乐章。在这里，我谨代表中国围棋协会，向为积极促成这次合作的埃米尔·加西亚主席和拉丁美洲围棋联盟各位理事，各成员国围棋组织表示崇高的敬意，向与会的各位嘉宾和媒体记者朋友们表示热烈的欢迎和诚挚的感谢！
Today, the Chinese Weiqi Association and the Ibero American Go Federation hold the Online Signing Ceremony of China and Ibero America Weiqi Strategic Cooperation Agreement together, this is a milestone in the history of the development of Weiqi in China and Latin American even in the world. The ceremony marks the first time that Chinese Weiqi Association cooperate with Ibero American Go Federation and its 13 member states, the strategic cooperative partnership is established. The strategic cooperative built a new platform for both sides to deepen the Cooperation connotation and to raise such cooperation to new levels, the strategic cooperative laid a new foundation for promoting the development of Weiqi in Latin America and played a new movement for the development of Weiqi in the world. At this point, on behalf of the Chinese Weiqi Association, I would like to honor President Emile Garcia, members of the Ibero American Go Federation and its 13 member states sincerely. And I would like to extend my warm welcome and sincere thanks to all the guests and friends from the news media.
推进中拉美围棋战略合作，是响应习近平主席关于“共同构建中拉命运共同体”的号召在围棋领域的实际行动，也是中拉美围棋友谊自2019年山东日照世界围棋发展峰会和2020年中拉美网络围棋交流活动成功举办的延伸。随着近几年来中国围棋协会和拉丁美洲围棋联盟合作不断丰富与深化，搭建一个整体合作的平台，满足中拉美围棋交流和中拉美围棋爱好者的需求，为他们提供更好的围棋产品和服务，成为双方共同的期盼。
To promote China-Latin America strategic cooperation in Weiqi is a practical action of instruction proposed by Xi Jinping, namely to “build a China-Latin American community of shared future” in the field of Weiqi, as well as an extension of the China-Latin American friendship in Weiqi since the successful holding of the World Weiqi Development Summit in Rizhao, Shandong Province in 2019 and China VS Ibero-American Internet Weiqi Friendship Competition in 2020. As the cooperation between the Chinese Weiqi Association and Ibero-American Go Federation has been enriched and deepened in recent years, it has become the common expectation of both sides to create a platform for overall cooperation, to meet the needs of China-Latin American Weiqi exchanges and China-Latin American Weiqi Fans, and to provide them with better Weiqi products and services.
2020年年终，中国围棋协会正式提出了建立中拉美围棋战略合作伙伴关系与工作机制的倡议，立即得到拉丁美洲围棋联盟的响应和支持。埃米尔·加西亚主席及联盟各国围棋协会领导人都表达了对进一步推进中拉美合作的强烈愿望，并最终与中国围棋协会达成共识。“战略合作”意味着从长期共赢考虑、建立在共同发展基础上的深度合作，也是开放包容、互学互鉴的合作。双方将充分利用这一平台，不断创新合作方式，挖掘合作潜力，扩大合作规模，提高合作水平，实现优势互补，共同担负起推动拉美围棋发展的历史使命。
At the end of 2020, the Chinese Weiqi Association formally proposed an initiative to establish a strategic partnership and working mechanism between China and Latin America, which was immediately responded and supported by the Ibero American Go Federation. Strategic cooperation means a deep cooperation based on common development with long-term win-win cooperation, as well as a cooperation of openness, inclusiveness and mutual learning. Both sides will make full use of this platform to continuously innovate cooperation methods, explore potential, expand scale, improve level, achieve complementary advantages, and jointly take up the historical mission of promoting the development of Weiqi in Latin America.
此次合作将着重围绕拉美地区围棋发展中遇到的实际困难和需求，通过品牌赛事打造、青少年和女子围棋发展、拉美围棋人才培训、中拉美围棋文化交流等7个方面的举措，共同开展拉美围棋大会、拉美围棋巡回赛、中拉美围棋文化论坛、中拉美系列围棋交流活动以及中国围棋文化展等工作。此次中拉美围棋战略合作关系的成功建立，除了中国围棋协会和拉丁美洲围棋联盟之间的共同努力外，还离不开以衢州市大花园建设投资发展集团有限公司为代表的国内优秀企业对围棋文化推广的支持和帮助。在此，我也向程玲董事长表示感谢。
The cooperation will focus on the practical difficulties and needs encountered in the development of Weiqi in Latin America, and will jointly carry out key tasks such as the Latin American Go Congress, Latin American Weiqi championship circuit, China-Ibero America Weiqi Cultural Forum, China-Ibero America Weiqi series, and Chinese Weiqi culture itinerant exhibition through seven initiatives such as brand tournament building, Youth/women players development program, Weiqi talent training program, and Weiqi cultural exchange. In addition to the joint efforts between the Chinese Weiqi Association and the Ibero American Go Federation, the successful establishment of the strategic cooperative relationship of Weiqi between China and Latin America cannot be separated from the support and help of the excellent enterprises represented by Quzhou Da Huayuan Construction Investment Development Group Company Limited for the promotion of Weiqi culture. I would also like to express my gratitude to Ms. Cheng Ling.
围棋是中华民族发明、奉献给全人类的智慧之果。由于其特有的文化属性和深刻内涵，尤其是在发展中吸纳了其他国家、民族和不同时代、文化的精神养料，从而具有超越时代、超越国界、超越民族、超越阶层、超越文化、超越语言的本质特征，在当今世界，包括拉美地区得到了广泛迅速的传播。特别是新冠肺炎疫情爆发后，围棋充分发挥适于网络开展的优势，在疫情肆虐的艰难时刻，通过网络为各国人民抗击疫情、加深友谊注入围棋智慧和围棋力量，早已成为各国围棋人眼中的“国际公共产品”。
Weiqi is the fruit of wisdom invented by the Chinese nation and dedicated to all mankind. Because of its unique cultural attributes and profound connotations, especially in its development, it has absorbed the spiritual nutrients of other countries, nations and different times and cultures, and thus has the essential characteristics of transcending time, border, nationality, class, culture and language, and has been widely and rapidly spread in the world, including Latin America area. In particular, after the outbreak of COVID-19, Weiqi has given full play to its advantages of being suitable for the internet and has become an "international public product" in the eyes of Weiqi players in various countries by injecting Weiqi wisdom and Weiqi power into the fight against the pandemic and deepening friendship through the internet at a difficult time when the pandemic was raging.
当前，中国是全世界围棋人口最多，围棋文化成果最丰硕，围棋活动尤其是国际性围棋赛事活动开展最为活跃的国家。拉丁美洲地区的围棋则在拉丁美洲围棋联盟的努力下近年来取得了显著的进步，成为世界围棋发展最具潜力的地区之一。我相信，双方本着“相互尊重、深化友谊、彼此支持、真诚合作、共同发展”的初衷和愿望，通过战略合作伙伴关系的建立，互相学习、互相帮助，必将使中拉美围棋在更高的层次上、更宽的领域里得到更快更好的发展。
Currently, China has the largest Weiqi population in the world, the most fruitful Weiqi culture, and the most active Weiqi activities, especially international Weiqi tournaments. The Latin American region has made significant progress in Weiqi with the efforts of Ibero-American Go Federation and has become one of the regions with the most potential for the development of Weiqi in the world. I believe that through the establishment of strategic partnership, these two sides will learn from and help each other with the original faith and desire of “mutual respect, deepening friendship, mutual support, sincere cooperation and common development”, which will promote the sound and better development of Weiqi in China and Latin America at a higher level and more areas.
中国和拉丁美洲远隔千山万水，但围棋文化的纽带把我们紧紧地连在了一起。本次合作虽然还只是开始，但已经充分表现出中国围棋协会对于发展与拉美围棋联盟的区域合作，用围棋搭建起中国人民与拉美人民友谊桥梁的决心与诚意，充分体现出拉美围棋联盟及各成员国对于中国围棋协会高度认可与信任。我们有理由相信，在中国围棋协会和拉丁美洲围棋联盟埃米尔·加西亚主席及各位理事，联盟各会员国围棋组织的共同努力下，双方将在现有的基础上不断探索出新的合作方向与发展的可能性。我们也有理由相信，此次合作将为中国加深与世界其他地区和国家的围棋交往树立新样板。未来，中国围棋协会愿与世界各国和地区围棋组织携手合作，紧密联系，为世界围棋发展不断注入新的活力，为推动世界围棋迈向新的发展阶段承担应尽的责任。
China and Latin America are far apart, but the cultural ties of Weiqi bind us together. This cooperation is just the beginning, but has been fully show the determination and sincerity of the Chinese Weiqi Association to develop regional cooperation with the Ibero-American Go Federation and to build a bridge of friendship between the Chinese and the Latin American people through Weiqi, as well as the full recognition and trust of the Ibero-American Go Federation and the member countries to Chinese Weiqi Association. We believe that with the efforts of Chinese Weiqi Association, President Emil Garcia, the board members, and Weiqi organizations of the member countries of the Federation, both sides will continue to explore new directions and possibilities based on the existing cooperation. We also believe that this cooperation sets a new model for China to deepen its Weiqi interaction with other regions and countries around the world. In the future, Chinese Weiqi Association is willing to work hand in hand with other countries and regional Weiqi organizations around the world, to maintain close relationship, to continuously inject new blood into the development of Weiqi in the world, and to assume its due responsibility to promote the Weiqi to a new stage of development.
